In the regulation the Commission proposes a comprehensive set of actions to ensure the EU's access to a secure, diversified, affordable and sustainable supply of critical raw materials.

One of tools proposed in the Act are the investments in research, innovation and skills. The Commission will strengthen the uptake and deployment of breakthrough technologies in critical raw materials. The instrument used for this purpose will be Horizon Europe.
